Starting January 1, 2025, Norway will enforce new regulations on foreign vessels entering its territorial waters. This update, announced by Norway’s Ministry of Defense, aims to enhance security by increasing oversight of foreign vessels operating along the Norwegian coast.
Key Changes in the Updated Regulations
The revised regulations will require all foreign vessels longer than 15 meters to submit arrival notifications, a change from the previous threshold of 24 meters. This adjustment means that smaller vessels, such as tugs, yachts and expedition vessels, will now fall under the same reporting requirements as larger vessels. Unmanned and autonomous vessels will also be required to report, reflecting advancements in maritime technology.
These measures respond to an evolving security environment and aim to provide Norwegian authorities with better situational awareness of foreign vessel movements.
Compliance and Enforcement
Under the updated regulations, Norway is reintroducing penalties for non-compliance, which had been removed in a previous regulatory update. This means foreign vessels that fail to report in accordance with the rules may face sanctions. Notifications can be submitted via GAC Norway (as agent) in SafeSeaNet Norway (SSN).
